Supporting Decentralization: The Role and Experience of the World Bank

by Wendy S. Ayres

More than 80 percent of the developing nations and the countries of Eastern and Central Europe are experimenting with decentralization. A result of this trend has been that, in the 1990s, many nations asked for assistance with decentralization measures. The World Bank actively supports these countries through research, by stimulating information exchange, by helping in questions of policy and by offering operational support to decentralization projects. To better fill these needs, it developed new instruments and has entered into new partnerships.
