Decentralization in Niger: An attempted Approach

In Niger decentralization may be viewed as a political reform process designed to transform a central administration into the independent administration of local communities. Since 1990, this process has been inseparably linked to the democratization process. As an organizational principle, decentralization finds wide support and acceptance. The article describes the conversion stages, as well as actual problems and challenges.
