Civil Society and Decentralization

In January 1998, the government of Burkina Faso presented their Parliament with the draft of a bill to initiate and legally anchor decentralization measures. Using the example of an association which fights illiteracy, the article explains how basic movements have helped to foster decentralization, in some instances for more than a decade. In 1993, a National Commission for Decentralization was given the task of speeding up the process. In an interview with the President of this commission, Antoine Ragot Sawaogo, reviews the first three years of the Commission's work.
